Match requirements to evidence
Read the notice and supporting documents, then list the requirements separately. For each, record company evidence, missing information and a person responsible for the answer. Do not treat an ambiguous condition as confirmed eligibility.
Look beyond the proposal
Assess the strategic fit and the resources delivery would require. Consider partners and experts during the decision, before preparation is almost finished. Agree the criteria your team will use in advance.
Record the decision and assumptions
Capture the rationale, open questions and conditions for reassessment in a short note. This is an internal working method; the published tender documents remain the basis for each opportunity. The World Bank’s procurement hub provides current opportunities and guidance.
